MINUTES OF JUNE 17TH, 2009
MAYOR’S TASKFORCE TO IMPROVE THE APPEARANCE OF LAWTON
LAWTON BEAUTIFUL, INC

PRESENT: J.Claborn, A. Bolds, J.Evers, B.Hadley, J.Powell, B.Shoemate, D.Jones, K.McConnell
READING AND APPROVAL OF THE MINUTES: The minutes of May 20th, 2009 were distributed by email prior to the meeting. There being no additions or corrections the minutes were approved as sent.

Recycling
J.Powell said that Horn Sanitation has ordered 20 yard roll off containers that are divided, covered and emptied from the back. They will be on gravel on Eastside Park and Grandview Park. Wal-mart West and Taliaferro have recycling bins. Taliaferro has cardboard, tin and plastic only. J. Powell said there will be a recycling bin for paper behind City Hall Annex. A.Bolds said that Taliaferro is looking into buying a large recycling bin for plastic, paper, tin. R.Bellino said that LBI may be able to help with purchase of the bin. J.Claborn said that Tomlinson Honor Society was suppose to have a fund raiser for to purchase a recycling bin but has not heard anything more.

11th st Project
Total Expenses thus far $72,877.73. R.Bellino does not know of any other outstanding bills This includes a maintenance contract to 4D of $8,900.00 for one year and $ 3,970.00 for irrigation remodification. 4-D in its contract is to replace dead plants for one year.
 
J.Evers said that watering system came on in front of his business and was not turned off for about 2 days.
 
D.Jones said when project is complete we will have a dedication. D.Jones will talk with G.Catlett in the future to do a boulder with a brass plaque for McMahon Foundation similar to 11TH st /Cache Road Plaque for Cache Rd project.
 
Intent is to go from Bishop Rd to Tennessee. At moment looks like we may have the money. We will most likely wait for Fall.
 J.Evers said we should consider giving Cannon Storage Eye Candy Award.
R.Bellino said that she spoke with B.Hinkle about signage in airport terminal over exit near baggage claim area. B.Hinkle did go and look at it. At present it is blank. Since the airport is one of the gateways to Lawton we need to make guest feel welcome. This definitely falls under tourism . The Chamber could put their name on it. This would buy the Chamber some good will.  B.Shoemate suggested Indian artist do some of the work in the airport. B.Shoemate says the Comanche Sign Company do some unique work and most likely could do the work at the airport. D. Jones suggested we continue with the Buffalo them on the signage. D.Jones suggested even do something over the gate so can see it when coming off the plane.
 Big issue for all of our projects is long term maintenance and must be addressed.
R.Bellino to coordinate with 4-D and G.Catlett to make sure the project is complete.
 
J.Evers to check on Ryan Building to address their building appearance
 
B.Hadley to speak with B.Hinkle from the Chamber about signage at the airport over exit near the baggage claim area.
 
R. Bellino write letter to Chamber after we find the cost and request they support it monetarily.
 
D.Jones send email to G. Catlett to arrange  meeting to discuss maintenance and address immediate concerns with 2 median watering systems i.e., Wal-mart and ABC
 
 
 
 
 
Buffalo Stampede
LETA is working on it. R.Givens is working on brochure. R.Bellino said there are 2 groups of potential donors: One group feels it is OK to put their buffalo at the airport and another group wants their buffalo at certain locations. D.Jones said LETA should designate a location and not allow the Buffalo to “stampede”.

Littering Fine
B.Hadley spoke with Chief Smith. He feels that lowering the littering fine would help enforcement. B.Hadley suggested the fine be staggered. For example, no less than $250.00 for 1st offense and no more than $750.00 and between $500.00 and $750.00 for 2nd offense within a designated time period, e.g. 2 years, and 3rd offense $750.00 maximum. This gives the judge some latitude. The bigger issue is that an officer must witness the event to write a ticket. There is a separate ordinance for unsecured loads. D.Jones suggest we speak with the Mayor before we do anything.

Median Request
Dr. Aghte of Sooner Dialysis has requested several times about putting a median across from his business on 38th st.
D.Jones suggested asking AEP about boring under the st in the future.
D.Jones suggested Liberty Bank median be prototype of the future.
R.Bellino will check with C.Dentler if can get water under street first before going any further with this median.

LETA
See above concerning Buffalo Stampede. G.Love gave presentation about Lawton Community Foundation endowments. The problem is must have $20,000.00 seed money and must not come out of the organization treasury.

A.Bolds stated that State is allowing Taliaferro Mental Health to join Adopt- A-Street program but they need to see how many of the staff will firmly commit before they decide to join the Adopt-A -Street.
J.Claborn will check with Cameron if service groups would be interested in joining Adopt A Street
 
 
 
Sullivan Village Sign
R.Bellino has approached the Sullivan Village Church of Christ and is awaiting response.
